Whitney Bowman-Zatzkin, MPA, MSR, is obsessed with connecting the dots to provoke change for the greater good. 

​

Ms. Zatzkin is the CEO of Rare Dots, Inc. through which she maintains a portfolio of work in digital biosecurity and initiatives connected to a secure, safe bioeconomy and its workforce, as well as one in constituent advocacy around data privacy protection and the expansion of early access to genetic and pharmacogenomic testing.

 

Ms. Zatzkin is Co-Founder of BIO-ISAC, an international organization that addresses threats unique to the bioeconomy and enables coordination among stakeholders to facilitate a robust and secure industry.

Ms. Zatzkin started her career in healthcare more than 20 years ago as the manager of a clinical practice, launching its EHR, redesigning the patient record, and engaging in advocacy efforts around maternal-infant health and malpractice reform policies. Moving to DC, she built coalitions and collaborated with policy leaders on research and policy changes around health professions education and workforce design, as well as patient access and health care affordability - translating her lived experience to new regulatory frameworks and initiatives.

Ms. Zatzkin has been a multi-project, multi-year grantee of RWJF, serving as the Managing Director of Flip the Clinica project of the Robert Wood Johnson Foundation (RWJF) and Co-PI for Scouting Health, an investigative horizon-hunting effort with Westat. She also led the Great Challenges at TEDMED, the health and medicine arm of TED, producing 50+ broadcasts on the toughest conversations, convening topic adversaries and finding common ground. Ms. Zatzkin previously served as the Chair of the charitable pharmacy, NoVAScriptsCentral, and as a Member of the Associates Board for the Wolf Trap Foundation for the Performing Arts

Additional projects featuring her work include Digital Therapeutics Alliance, Verily's Project Baseline at Duke University's DCRI, Adoption-Share's Family-MatchVitalCrowdCPESNAccess our Medicine - a project of Mindset Foundation, and Script your Future - a grassroots adherence project, where she was commended by the U.S. Surgeon General and multiple Members of Congress. She also retains a role with Battelle's Partnership for Quality Measurement (previously an effort with the National Quality Forum), crafting quality measures in population and public health.

Ms. Zatzkin has a Master of Public Administration and a Master of Survey Research from the University of Connecticut, her research on health insurance models received national recognition.
